Are your city’s water lines leaking? Have you reached the capacity of your city’s wastewater treatment plant. These issues, along with other infrastructure problems, are dilemmas for local officials trying to improve their communities.
The Treasure State Endowment Program (TSEP) is a State-funded program designed to assist local governments in financing public facilities projects.
Eligible projects for TSEP assistance include: drinking water systems, wastewater treatment facilities, sanitary or storm sewer systems, solid waste disposal and separation systems, and bridges.
Eligible applicants for TSEP assistance include: cities, towns, counties, county or multi-county water, sewer, or solid waste districts, and tribal governments (includes any federally recognized Indian tribe within the state of Montana).
Applicants can request up to $500,000 in TSEP grants. A dollar for dollar match is required if requesting a grant, however, matching funds can be local funds or even grants provided by other funding sources.

The Community Development Block Grant (CDBG) Program is a federally funded grant program designed to help communities with their greatest community development needs. All projects must be designed to principally benefit low and moderate-income families. The program is administered locally by the Montana Dept. of Commerce and nationally by the U.S. Department of Housing and Urban Development (HUD).
Grant funds are available for both drinking water and wastewater projects. Since 1982, Montana has received over $121 million in CDBG funds. Overall, the public and private funds invested in local CDBG projects has matched the federal funds awarded at almost a two to one ratio, making possible millions of dollars of construction activity and creating jobs for Montana communities across the state. Board of Investments: INTERCAP Program
INTERCAP Program – The Board sells bonds and lends the proceeds to eligible governments for a variety of projects. Loan terms range from one to ten years, and short-term loans to finance cash flow deficits or bridge financing is also available.
The INTERCAP and In-State Investment Programs were created in fiscal year 1984 as part of the “Build Montana” program. The Legislative Auditor audits the Board annually.
